Mathews Rick 1910

Rick C. Mathews formed the Mathews Group, LLC upon his retirement from the University at Albany SUNY in 2017. Although retired from UAlbany, he still holds academic appointments as a Public Service Professor in both the College of Emergency Preparedness, Homeland Security, and Cybersecurity as well as the Rockefeller College of Public Affairs and Policy. Before his retirement, he served as the founding director (1/1/2016) of the Center for Global Security and Preparedness and before that as the founding director (7/1/2007) of the National Center for Security & Preparedness (NCSP) (7/1/2007). Mathews began his involvement with C-TECC in early 2012, continuing through the present day. While at the NCSP, he led the development and delivery of the New York Division of Homeland Security and Emergency Services TECC and Law Enforcement Survival Kit training and distribution program. The program reached over 40,000 law enforcement officers across the state. In addition to the law enforcement program, TECC training was provided to EMS and others resulting in a total number of persons trained to approximately 100,000 since 2011.

Prior to beginning his tenure in New York, Rick C. Mathews served as the Assistant Director for Research and Development (training primarily) at the National Center for Biomedical Research and Training at LSU where he led training development and delivery efforts in support of the U.S. Departments of Justice, Health and Human Services, and Homeland Security at the federal level. These efforts involved among other topics, homeland security, bioterrorism, agroterrorism, counter-terrorism, terrorism interdiction, healthcare emergency preparedness, EMS, WMD related to tactical and hazardous materials teams, campus preparedness, and MCIs. Before LSU, his career involved a blend of EMS (approximately 20 years as a paramedic, educator, and system's director), risk management, security, counter-terrorism, and hospital administration.

TECC related training remains an essential part of Mathews' current efforts within the Center for Center Terrorist Training (C2T2), a division of the Mathews Group, LLC. (
